Nepal bans transit movement from India from tomorrow

While pointing out that Indian nationals have been using Nepal as a transit point to travel to other countries, the home ministry of Nepal has issued a statement restricting such movement after April 28, 2021. Advising against this move, the Embassy of India in Nepal has quoted a notification issued by the Department of Immigration of the Ministry of Home Affairs of Nepal that stated, “The arrival of foreigners intending to travel to third countries via Tribhuvan International Airport (TIA) and using TIA as transit airport will be restricted from 28 April 2021 midnight till the next notice.” However, “… The ongoing services provided to travellers arriving to Nepal as final destination and departing from Nepal will be continued as usual.” The embassy also mentioned that it is in contact with Nepalese authorities to facilitate travel of bona fide Indian nationals already in Nepal. Following the surge of Covid cases in India, many countries have suspended or restricted flight operations, with Australia being the latest to suspend all direct passenger flights from India until May 15. Neighbouring New Zealand was the first country to impose a temporary ban on all travellers from India, barring even returning Kiwis to enter the country. The Kiwi flight ban that started on April 11, ends tomorrow and will most probably be further extended. Some of the other countries that have imposed restrictions include, UAE, Germany, Netherlands, Italy, UK, Canada, Oman and many more.

India’s travel restrictions explained

With the second wave of Coronavirus wreaking havoc on more than 3 lakh people a day in India, many countries are now apprehensive regarding travel ties with the country and therefore, imposing travel restrictions. Recently, Iran and Kuwait have suspended flights from India on the back of Covid-19 surge along with a dozen other countries. In the last 10 days, fresh restrictions on international travelers from India have been introduced in order to contain the spread to other countries. Countries having restrictions on travel Many countries which have imposed travel restrictions include the UK, New Zealand, Canada, Singapore, Hong Kong, Kuwait, Oman, the UAE, and Iran as they are not allowing people coming from India to their borders. Not only this, but those who have been to India or are taking a transit flight via India will not be allowed to enter the countries. Countries like France, Australia and the US have also updated their guidelines. In the latest guidelines, a strict quarantine has to be followed by passengers coming from India to France. The US has also asked people to avoid any travel even if the person is fully vaccinated. Australia, on the other hand, has said that it will restrict the number of people who can enter the country. United Airlines cancels its flights from Delhi US-based United Airlines has announced last week that it is canceling its flights out of Delhi to San Francisco, Newark and Chicago as some Covid-19 travel requirement discussions are impacting the operation of flights. However, soon after this, the airline said that it will resume flights from Sunday whereas, Mumbai flights have been operating as per schedule. The US restricted travel from India Meanwhile, the US has been strongly urging people not to have any kind of travel plans to India even if the vaccinations have been completed. The advisory came from the US Centre for Disease Control and Prevention. However, there is no official communication on completely restricting the travel. The US Embassy in New Delhi has not been taking any in-person visa appointments or interview-waiver appointments- which will last till May 9.

New travel restrictions for flights out of India

With Iran and Kuwait also suspending flights from India on account of the Covid-19 surge here, a dozen countries have now imposed some form of fresh restriction on travellers from India to protect their jurisdictions from the virus spread. Which countries have imposed restrictions? The UK, Singapore, New Zealand, Oman, Kuwait, the UAE, Iran, Hong Kong and Canada have imposed restrictions on passengers arriving from India by allowing only citizens to enter their borders. Even passengers who have been to India in the previous 14 days or are transiting through an airport in India are not allowed to enter. Other countries like France have imposed a strict quarantine routine for passengers arriving from India, while the US has issued an advisory asking people not to travel to India, even if fully vaccinated. Australia, on the other hand, has said that it will restrict the number of its citizens that can enter its borders from India. Why did United Airlines cancel its flights out of Delhi? US-based United Airlines Friday canceled its flights out of Delhi to destinations such as Newark, San Francisco and Chicago citing “ongoing Covid-19 travel requirement discussions with local authorities” that were impacting its ability to operate the flights. However, the airline later said that it was resuming its flights from Sunday. Also, its Mumbai flights continued to operate as per schedule. Has the US restricted travel from India? No, the US has not yet announced any fresh restrictions on travellers from India. But the US Centre for Disease Control and Prevention issued a non-binding advisory asking people to not go to India even if fully vaccinated. The US State Department has echoed this advisory. It must be noted though that the US Embassy in New Delhi has cancelled in-person visa appointments and interview-waiver appointments from April 26 till May 9 in light of “current pandemic conditions”. Emergency services for American citizens will continue and consulates in Chennai, Hyderabad and Kolkata will continue to offer limited visa appointments.

Karnataka government announces 14-day lockdown from tonight

Aimed at controlling the Covid-19 spike, the Karnataka government on Monday announced "close down" across the state for 14 days from Tuesday night. he state cabinet also decided to provide Covid-19 vaccinations free of cost at government hospitals for those aged between 18 and 45. "Strict measures to control Covid will be taken. From tomorrow night till next 14 days there will be a close down for the whole state," chief minister B S Yediyurappa said. Speaking to reporters after a three-hour-long cabinet meeting here, he said shops selling essential commodities will be allowed to remain open only from 6am to 10am. "The Agriculture sector and manufacturing sector, except garments, construction sector and medical and essential sectors will continue to operate," he said, adding deputy commissioners of all districts and Tahsildars have been instructed to take strict measures. Yediyurappa said the cabinet took the decisions after consulting the expert committee. On Covid vaccination, he said it will be given free of cost at government hospitals for those aged between 18 and 45 years. The health department will draw the guidelines required. The chief minister clarified that there is no shortage of oxygen and said the Centre has increased the daily quota from 300 metric tonnes to 800 metric tonnes.

Vaccine passports may become an important travel document

Vaccine passport is currently a hot topic of discussion on social media, among the public and leaders of countries. A digital record with scannable QR codes, it indicates if one has received Covid-19 vaccination or, in some cases, recently tested negative. Naturally, it seems to be the most desirable new travel document, the fastest route to ease travel and accelerate the return to normalcy. But could it become inevitable in the future? Experts feel that the calibrated approach planned by health authorities will require travellers to continue taking all the necessary precautions to ensure their personal health and safety. Thoyyib Mohamed, managing director, Maldives Marketing and Public Relations Corporation, says vaccine passports will be inevitable in the future as they will protect public health, help restart the economy and remove barriers for travel globally. “Vaccine passports should allow people to prove themselves to be ‘safe’ and bypass mandatory quarantine requirements by different countries. It will serve as a crucial way to loosen restrictions on travel and access to facilities, easing travel to many countries. Maldives is in the process of developing a fair framework for vaccine passports.” With vaccinations being rolled out in most countries, the passport is a concrete step towards the recovery of the civil aviation and tourism industry. “A health passport would be of value to ensure ease and convenience in facilitating travel across borders while ensuring strong checks are in place,” says Rajeev Kale, president and country head – holidays, mice, visa, Thomas Cook. While the logistics of the process are on way, Munnmunn Marwah, COO, Think Strawberries, a tourism representation brand in Gurugram, feels the vaccine passport will be of utmost relevance for travellers. “India has been on the forefront of the vaccination drive and, by the end of the summer of 2021, we should be having significant numbers of ‘safe travellers’.” Talking globally, China has created digital vaccine passports for its 1.4 billion citizens. A vaccine pass can be used for domestic activities like concerts, weddings or work and is already being used in Israel. New York debuted its own app called Excelsior Pass (a digital proof of Covid-19 vaccination or negative test) in partnership with IBM. Iceland has also issued vaccination certificates. A Danish vaccine passport app is likely to cause a ‘domino effect’ across Europe as it allows venues to see whether a person has been vaccinated. Hungary is also working on ‘immunity passports’ to prove travellers have never contracted the virus or have antibodies. The International Air Transport Association, the trade association for the world’s airlines, is making a Travel Pass as a digital certificate, validating a flyer’s Covid-19 test result and vaccination status. The pass will have a global registry of vaccination centres to find testing labs, a lab app to share test certificates digitally. The trials are on for 20 airlines—Emirates, Qatar Airways, Malaysia Airlines, Japan Airlines, Etihad, Air New Zealand and others. The European Commission is also proposing to create a Digital Green Certificate to facilitate free movement inside the EU during the pandemic. Dharminder Nagar, MD, Paras Healthcare, a chain of hospitals in India, says, “If certain countries open up for international travel, there will be an element of competitiveness… others will have to react. With more openings, digital vaccine passports could become inevitable for international travel.” However, some Republicans in the US and other public figures denounce requiring such certification to travel. The White House press secretary Jen Psaki confirmed that the federal government will not enact a nationwide vaccine passport programme unlike other countries. As per an April Reuters report, the WHO does not support requiring vaccination passports for travel due to uncertainty over whether inoculation prevents transmission of the virus, as well as equity concerns. “We, as WHO, are saying at this stage, we would not like to see the vaccination passport as a requirement for entry or exit as we are not certain at this stage that the vaccine prevents transmission,” WHO spokeswoman Margaret Harris said. While it would take a while for people in all the countries to get vaccinated, the rhetoric around vaccine passports is a cause for concern. With not enough vaccines to go around the world, vaccine passports should not pose a false sense of security.
